NPC vigilants!

ok... there is my ideia when i was in spain xD ohhh... that girls!! It starts when I asked to my self! If I was a ninja, what was the first think I want to do? It was to see naked girls!! yeay yeah! I'm ero-sennin! xD continue! I was thinking, control someone who was seeing they naked! hmmm..... how... using Inno jutsu?? Nooo!!
I was thinkiing on npc! Like, imagine, 1 guy, a cidadian, he can be stoped on street, but he's like a cam on! So, when Hokage or another high-lvl want to know what happens on the last 24 hours, he can click on npc and see the whole movie! The movie is 24h, and offcourse, you can put fast, slow, normal!!
It can be a crazy ideia, but it's very good! Imagine some spy see the town, and the npc catch him on the video! Is like a tolder!
