could there be like rouge ninjas not in a village or even a ninja banished from his village so then that "rouge" ninja works hard enough to a high level then he gets some sort of kekegenkai he never even knew about

Lol I think you meant 'rogue ninja' Razz. Well I don't think he will get a KekeGenkai but he will be able to learn forbidden jutsus
