This seems like a perfect Idea and has probably been thought in your head so ill come out and say it. In the beginning after creating a character you go through "Ninja School" basically tutorial. Then after completing it you are a genin. Then you go through the chunin exam when you think you are ready (but you cant pass a certain level) Then after you fight other players and then become a chunin. Next you can get missions with team members. Then as time goes you get to a level and rank up to a jonin at a high level. And it should be made a really high level because if you can do it to fast it might bore the game. So at like level 100. And you get the vest. But only admins can be hokage kazekage .
