There should be a book of some sort that you can buy from a merchant , that tells what the other players bounties are. Then you get a huge amount of ryo(?"money"?) when you have defeated the bounty person. What do you think

Rogue ninjas will have bounties on there names.

And if u hunt down and kill rogue ninja you will get bounty.
