Hokage-leaders of the villages

Ive seen it done before in a game in a way where you elect your leader of the entire race. Then theirs spots below that consist of the race leaders council. We could maybe have a voting system similiar to choose who the hokage was and the council from the other game could be our elite ninja squad.

The requirements for being an anbu could be just completing all the training available by the village. Once you do that you can sign up for ambu. Hokage could be chosen by the village's people with the same requirements as the anbu and the hokage could be choose who got on ambu from a list.

Any thoughts? Have it all NPC controlled or just the hokage an NPC?

@offtopic, the anbu, its a good idea to only allow ppl who have done like 50 A-rank missions and 1-2 S-rank mission join the anbu, also we could set that as a character specification when u click on a character to get information, and if that char ahs done like 10 S-rank missions, u dont mess with them :p

yea i like the anbu because im bout to be one. but i think admin and creator could be kages because what if one dude is elected and he is a straight well basically someone might hate you from previous situation before they were kage and may piss you off plus after all the creators hard work by that time they deserve to rule
