Ok im just going by what i remember in Naruto the show the Kage chooses the team setup and and assigns them to a propor volenteerd(paid) teacher. We dont have to do this mind you. I also remember the teams were chosen by scores recieved in the accadimy like Sasuke had the highest grade, Sakura had middle and Naruto had the worst scores. The teams also had been separated by combined abilities like Gai Sensai's team is all Taijutsu, Asuma was Manipulation(Shadow, Mind and Body). Like i say we dont have to follow this exact procedure but though i should mention it.
