Creating a Fully Customized Unique Jutsu

hi im new, and i know that there is a topic for this but i couldnt post a reply so if someone can help me.

here is my idea:

first of all, when you master or reach certain lvl in one skill, you get a "CARD" , an exemple is when you reach certain lvl in shuriken skill you get "SHURIKEN", or when you master rasengan you get "RASENGAN". But, not all "cards" are the same type, there are tree types, the first is "use" or "type" , like Rasengan, concentrate chakra in the hand, concentrate chakra in the foot, projectile, etc. the second type is "element", these are the elements you can use like fire, wind, water, etc. (some clans should be able to use ice or wood), the third is "form" or "shape", this will be like "sword", "shuriken", "shield", etc.

when you reach certain lvl, you can talk to kakashi or someone, and he wll ask you for 2 cards, the first card will be a "use" card, the second can be "element" or "shape",
an example will be: "rasengan" (use) + "wind" (element) = futon rasengan or "concentrate chakra in the hand" (use) + "Electricity" (element) = shidori.
when you get this technique, you need to master it, and when you master it you can add the third "card", example: "rasengan" (use) + "wind" (element) + "shuriken" (form) = futon rasen shuriken, or "concentrate chakra in the hand" (use) + "Electricity" (element) + "sword" (form) = the shidori sword that sasuke use vs orochimaru and itachi.

*Note: when you learn the technique you can name it the way you want
*Note2: if you make your jutsu like this "rasengan" (use) + "shuriken" (form) + "wind" (element) , you will still learn futon rasen shuriken but instead of lering "futon rasengan" you will learn "reasen shuriken".

this way you can create a jutsu, based in the skills you have.
